Overview

This position is located in Hay River, NT

 

This position provides capital cost estimating standard for a portfolio of capital and expense projects to ensure a common cost basis for project evaluation, endorsement, and execution. Working in a team environment, assists projects group, design group, and operations managers by facilitating project planning throughout the preliminary stages of capital project delivery.

    • Develops Class 4 and Class 3 estimates for the Corporation’s Capital Projects with values up to $75 Million.
    • Provides key and critical input to Senior Management on Project Cost Certainty and forecasts.
    • Management of corporations cost data base.
    • Apply acceptable project estimating practices adjusted for the industry, northern Canadian locations, and existing market conditions.
    • Apply AACE estimating guidelines at each project stage or major milestone to ensure a consistent understanding of project costs and portfolio impacts.
    • Apply recommended and best practice to project controls linking project plans, schedule, scope, earned value management, and corporate financial information.
    • Monitor, update, and communicate project status to ensure project teams and senior management are informed on a timely basis of project health including impacts of all project changes.

Responsibilities

  • Review project scopes of work, internal customer requirements, project objectives, and constraints to develop Capital Cost Estimates (CCE) that reflect the project plans and execution strategies.
  • Responsible for applying the correct estimating methodology and appropriate level of detail based on design maturity and implementation status to develop appropriate CCEs.
  • Working with project teams identify all major project activities to deliver a project including the related options for the effective sequencing of activities to ensure the CCE reflects the plan and project timing.
  • Coordinate the estimate directs and indirects based on AACE and adjusted for NTPC environment.
  • Responsible for the development of the basis of estimate document for all estimates.
  • Coordinate the quantification of risk elements using risk assessment, Monte Carlo simulation, and propose an appropriate level of contingency.
  • Support the overall analysis of project schedules showing cost impacts of accelerated or delayed execution and impact on the overall portfolio.
  • Support the Manager, Portfolio Planning & Control in the dissemination of portfolio-related reports as it pertains to estimating, cost control, planning, and scheduling.
  • Other duties as required.

Qualifications

  • Minimum of a Two-year Diploma in Mechanical, Civil or Electrical Trades & Technologywith a minimum of five (5) years’ experience in the execution of capital projects.
  • Estimating and cost control experience with an industrial construction background is required.
  • Competent in the application of the Association for the Advancement of Cost Engineering (AACE) methodologies and guidelines is required.
  • Working knowledge of the phases of project planning, schedule development, schedule management and control as defined by AACE is required.
  • Computer skills to operate a variety of estimating and scheduling programs such as MS Projects is required.
  • A working knowledge of project management practices including, stage gate, earned value and schedule models and methods, e.g. Gantt, PERT charts is required.
  • Proven oral and written communication skills to collaborate effectively with senior management and project team members accomplishing work objectives and maintaining effective working relationships.
  • A high degree of attention to detail is required in developing large dollar value estimates.
  • Class 5 driver's license.
  • Satisfactory criminal record check is required.
  • References required. 

Salary for this position ranges from $57.85/hr - $70.28/hr, in addition there is a location allowance of $3,823 per annum.
