Overview

In a team environment, the Purchaser participates as a member of the Supply Chain Management team in determining program objectives and priorities and undertakes cross-training in various supply chain activities as directed by the Manager, Supply Chain Management. Working within a computerized purchasing environment, the Purchaser procures materials and services for the Corporation in accordance with company policies and procedures. This role supports the Supply Chain Management mission of providing quality goods and services to all customers in a timely and cost-effective manner.

Responsibilities

  • Always works safely, adheres to all aspects of the NTPC Health, Safety and Environmental programs, complies with all rules and regulations and continually practices health and safety while performing any duties.
  • Procures commodity materials by obtaining bids and selecting suppliers in accordance with NTPC purchasing policies.
  • Prepares bid lists and tender documentation (including specifications and conditions) for annual material resupply, selects suppliers based on overall value and issues corresponding purchase orders following NTPC purchasing policies.
  • Establishes and monitors controls across all departments, updating and revising purchase orders (PO’s) as required.  Verifies and approves invoices for price and quantity accuracy while resolving any identified discrepancies.
  • Assembles, splits, and distributes purchase orders to appropriate designations.
  • Receives and reviews requisitions in accordance with established procedures and updates the materials management database to ensure information is accurate and current.
  • Coordinates annual resupply for requesting supply volumes for remote locations.
  • Assists in evaluating material transportation and resupply options, utilizing economic analysis to determine the most cost-effective method.
  • Assists in negotiating vendor alliances and long-term vendor relationships in the best interest of the Corporation.
  • Liaises with internal and external customers regarding item specifications, discrepancies, changes in shipping schedules and material substitutions. Expedites overdue orders and selects alternative suppliers when necessary.
  • Assists in the requests for proposals including compilation of all tender and contract documents initiated within the Corporation, issuing tender packages and addendums, preparing tender openings and letters of award/rejection. Monitors contractors and extensions, renegotiates and retenders as required. Queries discrepancies and provides day-to-day internal support to Corporation personnel regarding standard tendering and contract award procedures.

Qualifications

  • Diploma in Supply Chain Management or a Certificate as a Journeyperson Parts Technician WITH a minimum of five (5) years experience in supply chain management and purchasing is required. Equivalencies may be considered.
  • Knowledge and understanding of transportation routing via water, air, and road is preferred.
  • The successful candidate will be required to provide a satisfactory criminal records check.
  • A full and valid Class 5 driver’s license is required.
  • Good interpersonal skills, organized, reliable, and committed to performing quality work within deadlines.
  • Proficiency with enterprise software, including Microsoft Great Plains, Workplace, and GuideTi is considered an asset.
  • Close attention to detail and the ability to handle pressure to meet deadlines.
  • Ability to work independently with minimal supervision.
  • Experience with the Transportation of Dangerous Goods and WHMIS will be considered an asset.

Salary for this position ranges from $54.10/hr. to $65.72/hr. plus a location allowance of $3,823 per annum. This position is located in Hay River, NT and does require a successful candidate to reside or relocate here. Relocation assistance may be provided.
